Research excerpt

Part 1. Overview of the Indian Lottery Market

1.1. Definition and Characteristics of the Indian Lottery Market

Lottery is one of the types of gambling, but, unlike casinos, it is allowed everywhere in India. The principle of the lottery is that the buyer of a lottery ticket participates in the drawing of a prize, and the winners are determined randomly.

Money from the sale of lottery tickets is distributed according to predetermined proportions for:
the prize fund is what everyone plays the lottery for;
lottery organizer's fee, from which he pays all expenses and receives profit;
taxes and other payments to the state.

In most states, lotteries are state-owned, and India is no exception. In fact, the market has been reformatted since the beginning of 2014. The state determines the rules of lotteries, but in fact, a private company conducts lotteries and sells lottery tickets.

Technology does not stand still, so tickets do not have to be in the traditional paper form. In India, you can buy electronic lottery tickets, but this is not available everywhere abroad.

In India, as in other countries where lottery activity is legal, personal income tax is mandatory. The tax is 13% of the winnings. Tax on winnings up to 15 thousand Rs. the player pays, and if the amount of winnings exceeds 15 thousand Rs., then the lottery operator is responsible for paying the tax. Payouts of winnings must begin a maximum of 30 days after the draw and must be received in full by the winner within six months.

As for international lotteries in India, the purchase of such tickets via the Internet is considered a violation of the current legislation. However, foreign nationals who have reached the age of 18 can participate in the Indian lottery. To participate in lotteries on the site, you will need a SIM card with the number of Indian, Belarusian, Kazakh, Tajik, Moldovan, Uzbek, Armenian, Azerbaijani and Georgian or Ukrainian telecom operators to be able to complete registration and receive further information. There is a certain specificity of receiving winnings and paying personal income tax by foreign citizens.

The activity of lotteries in India is regulated by the Federal Law ""On Lotteries"" dated November 11.11.2003, 138 N 26.07.2019-FZ (last amended on July 18, ). Only persons over years old can participate in the lottery.

1.3. Market structure by type of service provided in India

In general, there are 3 types of lotteries:
Instant, or non-circulating - the ticket buyer will know the amount of the winnings immediately, and can receive the winnings on the spot from the seller. The principle of such a lottery is that winnings on tickets are distributed even at the stage of their production. They are distributed randomly, but in predetermined proportions. In India, the Ministry of Finance determines how many tickets out of every million printed will be winning;
Lotteries with online draws, or fast ones - the draw is held every 15 minutes, without a lottery drum, through a computer program;
Lotteries with ""traditional"" draws - the winning numbers are randomly selected by the lottery machine. Draws are held in a special Stoloto lottery center with transparent walls, the process is broadcast online.

In the lottery market in 2019, lotteries were distributed in the following proportions: …

Most of them like to watch broadcasts and strike out combinations in real time. Such players enjoy the process itself. It is more difficult to get them interested in buying a ticket than other categories of customers. They will buy a ticket if they see a properly packaged offer at the right time.

The second category includes those who prefer instant lotteries. The price of such tickets is cheaper than in other lotteries, and the winnings can be received immediately. For such clients, the cost of a ticket and a quick result are important.

The third category of clients is by far the fastest growing - these are clients for whom the minimum of time costs is a priority. Fast lotteries are preferred by the younger generation.
...

It is worth noting that for all categories of customers, it is important to guarantee the receipt of winnings in case of victory. From the moment when the lotteries became only state-owned, the need of customers for this preference is considered to be satisfied.
